DEMO is a 36-month initiative bringing Egypt and Italy together to create pathways to decent work and safe migration. Funded by the European Union under the THAMM Plus Programme and implemented by the Italian Agency for Development Cooperation (AICS), DEMO contributes to the implementation of the EU–Egypt Talent Partnership through the establishment of the Italian-Egyptian Centre for Decent Employment and Mobility Opportunities, a sustainable platform fostering institutional cooperation between Egypt and Italy while connecting Egyptian youth with quality vocational training, career guidance, employment services, job placements opportunities, and legal migration opportunities.  

With youth unemployment at 24.3% in Egypt and significant skills gaps, DEMO strengthens vocational training networks, reinforces cooperation between vocational education providers and the private sector, supports the alignment of skills supply with labour market needs, develops job-matching systems, and creates bilateral mobility schemes in ICT, energy, agriculture, and tourism 

Working with the Egyptian and Italian governments, private sector employers, and THAMM Plus partners (ILO and GIZ), the project empowers Egyptian youth aged 18–35, particularly women and vulnerable groups, including persons with disabilities, by equipping them with market-demanded skills, improving their employability and access to decent work in Egypt, and, where relevant, facilitating legal labour mobility opportunities to Italy, while contributing to the prevention of irregular migration through accessible and regulated pathways.

The total project budget is EUR 2,000,000.

Target groups / beneficiaries:

Secondary beneficiaries: TVET institutions, private sector employers, government counterparts, families of migrants

Overall Objective: To increase employability and labour mobility for Egyptians in Egypt and Italy. 

Specific Objectives: 

  • SO1: Evidence-based policy tools and institutional frameworks favouring legal migration, human capital development, recognition and mobility are mainstreamed and operational in Egypt. 
  • SO2: Cooperating stakeholders set up and implement skills partnerships and mobility schemes between Italy and Egypt, consistent with frameworks favouring legal migration and mobility.

Output 1: Institutional Strengthening & Policy Development

  • Consultation workshops with Egyptian government institutions (MoL, MoETE, MoFA) on labour migration, human capital development, and recognition frameworks. 
  • Capacity-building for government staff and TVET partners on labour migration policy mainstreaming. 
  • Training and operational support for the Pre-Departure Orientation (PDO) Unit at the Ministry of Labour. 
  • Assessment and strengthening of job-matching systems in Egypt. 
  • Establishment of a certifying body network for qualification recognition. 
  • Private sector engagement for employer-led training and recruitment. 

Output 2: Skills Development & TVET Network Strengthening 

  • Development of market-driven vocational curricula in priority sectors. 
  • Awareness sessions on employment and training opportunities for Egyptian youth. 
  • Outreach campaigns in TVET institutions and schools across Greater Cairo and governorates. 
  • Development of labour market assessment and mapping tools. 
  • Strengthening linkages between TVET providers and private sector employers. 

Output 3: Employment Services & Job-Matching

  • Establishment of the Italian-Egyptian Centre for Decent Employment and Mobility Opportunities as a hub for jobs, training, and mobility information. 
  • Development and operationalisation of a job-matching system linking Egyptian jobseekers with employers in Egypt and Italy. 
  • Organisation of job fairs and recruitment events. 
  • Beneficiary registration and profiling. 
  • Employment placement services. 
  • Direct linkages with private sector employers in ICT, tourism, agriculture, and energy sectors. 

Output 4: Labour Mobility Schemes & Regular Migration Pathways 

  • Design and piloting of bilateral and circular labour mobility schemes in ICT, energy and renewable energy, tourism and hospitality sectors and social care.  
  • Pre-departure orientation and training for beneficiaries. 
  • Coordination with Italian employers for job placement. 
  • Information dissemination on safe and legal migration pathways. 
  • Awareness campaigns on the dangers of irregular migration. 
  • Support for family reintegration and remittance management.
