The project aims to strengthen the institutional and operational capacity of the NCPD in Egypt, enabling it to better fulfil its mandate in promoting and protecting the rights of persons with disabilities (PwDs). Funded by the European Union and implemented by the Italian Agency for Development Cooperation (AICS) under the social development sector, the project supports the development of digital systems, institutional processes, service mapping, awareness raising, monitoring mechanisms, and stakeholder coordination tools. Through targeted technical support, capacity building, communication initiatives, and the establishment of a disability Observatory, the project contributes to improving inclusion, accessibility, accountability, and evidence-based policymaking for persons with disabilities across Egypt. The initiative is implemented in close collaboration with national institutions and relevant stakeholders working in the disability sector.

This project is funded by the European Union and implemented by the Italian Agency for Development Cooperation (AICS) in partnership with the National Council for Persons with Disabilities (NCPD).

General Overview

Title: Strengthening the National Council for Persons with Disabilities (NCPD) Human and Institutional Capacity to Promote Better Inclusion of Persons with Disabilities in Egypt

– Project Duration: 36 months, 1 March 2025 – 28 February 2028

Overall Objective: to contribute to promoting equal participation of PWDs in society and better services catering for their dignity.

Specific Objective: to increase the capacity of the NCPD to effectively serve persons with disabilities in Egypt

Component 1: Institutional Strengthening and Capacity Development

Support to the NCPD through organizational development, staff capacity building, institutional procedures, and strengthening project management and operational functions.

Component 2: Digital Systems and Complaints Mechanism Enhancement

Development and modernization of the NCPD website, enhancement of complaints management systems, and establishment of digital tools to improve service delivery, accessibility, and citizen engagement.

Component 3: Service Mapping and Disability Observatory

Implementation of a national mapping exercise of services available for persons with disabilities and establishment of an Observatory to support evidence-based planning, monitoring, reporting, and policy dialogue.

Component 4: Awareness Raising, Communication and Stakeholder Engagement

Development and implementation of communication, awareness, and outreach activities aimed at promoting the rights of persons with disabilities, supporting inclusion, and strengthening stakeholder engagement.

Result 1- The institutional capacity of the NCPD and the skills of its personnel are strengthened.

The institutional capacity of the NCPD is strengthened through improved organizational systems, enhanced staff competencies, updated strategic and operational documents, strengthened project management functions, and improved digital communication tools.

Expected achievements include:

  • Updated strategic and organizational documents.
  • Training of at least 50% NCPD staff members.
  • Development of standard operating procedures.
  • Strengthening of the NCPD Project Department.
  • Enhancement of the NCPD website and digital communication tools.

Result 2- The ability of the NCPD to receive and handle complaints and report its work is enhanced.

The NCPD’s capacity to receive, process, monitor, and respond to complaints is improved through technical upgrades, revised procedures, and strengthened coordination mechanisms. In parallel, the project will support the development of service mapping tools to improve information availability and accessibility for PwDs.

Expected achievements include:

  • Identification and implementation of technical improvements to the complaint’s mechanism.
  • Improved accessibility and responsiveness of complaint management systems.
  • Development of service mapping tools and databases supporting evidence-based decision-making and complaints response.

Result 3-The public awareness to promote an inclusive society is raised at the national level.

Awareness and understanding of the rights of PwDs are increased through targeted communication campaigns, awareness activities, and stakeholder engagement initiatives.

Expected achievements include:

  • At least 400 persons reached through awareness activities.
  • At least 400 PwDs and family members informed about disability rights and available services.
  • Engagement of at least 25 stakeholders in awareness and inclusion initiatives.
  • Development of communication and awareness materials supporting disability inclusion.
